About University of Madras
The first foray into promoting higher education in Madras Presidency was made via a public petition to The Right Honourable Lord John Elphinstone G.C.H., Governor of Madras, from 70,000 native inhabitants when the Governor in Council was considering "some effective and liberal measures for the establishment of an improved system of national education". This petition, which was presented from the Advocate General of Madras, Mr Georg Norton, to Lord Elphinstone on 11.11.1839, called for the establishment of an English College in the city of Madras. Lord Elphinstone subsequently devised a plan to create a Central Collegiate Institution or 'University'. The University would have two Departments (1) High School to teach English literature, regional language, philosophy and science, (2) College to teach higher branches of literature, philosophy and science. The University Board was created in January 1840 with Mr. George Norton as President. This board was the forerunner of present day Presidency College, Chennai. However, a systematic educational policy for India was only formulated, 14 years later, by the historic Dispatch of 1854 (Sir Charles Wood's Education Dispatch), which recommended "creating a properly articulated system of education, from primary school through to University.
